  11.                    GUIDELINES FOR CELLBLK17 ECHO CONFERENCE
  12.  
  13.         These guidelines are designed to clarify the purpose and operation
  14.         of the CELLBLK17 echo, and will be posted in the echo conference
  15. |       on the first day of each month.
  16.  
  17. 1.  DESCRIPTION
  18.  
  19.         CELLBLK17 is a restricted-distribution administrative echo,
  20.         connecting echomail coordinators and hubs in Region 17.
  21.  
  22. 2.  PURPOSE
  23.  
  24.         The intent of this echo is to provide an open communications
  25.         channel linking all major echomail distributors in Region 17, to
  26.         convey echomail-system information, and to allow discussion of
  27.         distribution-related matters, without having to resort to the
  28.         extensive use of netmail.
  29.  
  30. 3.  MODERATOR
  31.  
  32.         The Moderator of CELLBLK17 is the REC, Region 17 - 1:1/217.
  33.  
  34. 4.  DISTRIBUTION
  35.  
  36.         Participation in CELLBLK17 is limited to the following Region 17
  37.         sysops:
  38.  
  39.                 a.  REC
  40.                 b.  all NECs
  41.                 c.  All 3 Region Hubs
  42.  
  43.         The RC and NCs are invited to participate in this echo as guests to
  44.         provide input from time to time on Policy 4 issues which may be
  45.         affected by echomail coordination.  Net Hubs are also invited to
  46.         provide input of a technical nature since they are more directly
  47.         dealing with leaf nodes.  On this basis, the following guests are
  48.         therefore invited to participate in CELLBLK17:
  49.  
  50.                 d.  Net Hubs
  51.                 e.  RC
  52.                 f.  all NCs
  53.  
  54.         CELLBLK17 must not be fed to BBS users, or to any node, person or
  55.         group other than those listed above without the express permission
  56.         of the REC.

  58. 5.  FEED STRUCTURE
  59.  
  60.         CELLBLK17 will be fed from the REC to the three Region Hubs,
  61.         who will feed them to all NECs, and thence to any Net Hubs.
  62.         Any Nets not connecting to a Region Hub should contact the REC
  63.         directly to arrange a feed.  Any other feeds must have the prior
  64.         approval of the REC to prevent duplicate messages, or excessively
  65.         long feed paths.

  69.         Acceptable postings in this echo are as follows:

  71.                 a.  Region Hub mail processing reports
  72.                 b.  Region Hub status announcements
  73.                 c.  Mail delivery scheduling information
  74.                 d.  Echo area status reports
  75.                 e.  Dupe/Grunged mail information
  76.                 f.  Announcements or questions on regional mail transfers
  77.                 g.  NEC requests to place local echoes on the backbone
